When the bulk import code was scanning outside of its locked range this caused an error when there was a concurrent merge. Added detection of this case and throw the correct exception. Found this bug when running apache/accumulo-testing#299.

The bulk import random walk test always imported data that covered the entire table. Update the test to import to rand ranges in the table. This was done to test apache/accumulo#5786
